Mrs. LaToya W. Brown is a proud native of Richmond, Virginia. She attended Swansboro Model School, Boushall Middle School, and John F. Kennedy High School. Mrs. Brown holds two degrees from Virginia State University: a Bachelor of Science in Elementary Education and a Master of Education in School Counseling. She is currently pursuing an Educational Leadership Endorsement from Longwood University.
With 20 years of experience in education, Mrs. Brown began her career as a Mathematics Teacher at Martin Luther King, Jr. Middle School and transitioned to a School Counselor in 2010. She utilizes a comprehensive counseling framework that combines cognitive behavioral and solution-focused techniques, driven by her passion for fostering a safe and inclusive environment where students can navigate challenges, set goals, and build resilience.
Outside of her professional life, Mrs. Brown is a wife and mother of two. In her free time, she enjoys family gatherings, volunteering in the community, and line dancing.
Scholarships
The Cynthia Smith-Williams Scholarship is a one-time $1,200 award for a student planning to attend a Historically Black College or University (HBCU). To apply, please complete the GRASP Last Dollar Scholarship Application here.

One time $5,000 scholarship awarded to a high school senior in the Richmond region who participated in an athletic sport.

One $2,000 renewable scholarship for four years awarded to a high school senior in the Richmond region attending Virginia Union University and one attending Virginia State University.

Mission
The mission of the Richmond Technical Center Counseling program is to promote academic excellence and career and technical opportunities while preparing our students to enter the workforce and remain competitive in their chosen fields. We empower all of our students to reach the highest potential in their potential so that they will be viable within the global workforce.
Our Richmond Technical Center Counselor strives to support our school division's vision to ensure every student is Ready for Life 3E Model (Enrollment, Employment, or Enlistment). She encourages and assists students in navigating academic, social/emotional, and career opportunities to help them build and maintain life skills and healthy peer group interactions.

The Professional School Counseling program aims to facilitate student development in the areas of Academic Development, Career Development, and Personal/Social Development. Specific goals include:
